Delaware 811 rules

In Delaware you call Miss Utility of Delmarva (Utilities Service Protection Center of Delmarva, USPCD): not less than 3 business days, no more than 12 business days before commencement. Ticket life: 12 business days after transmission to members; expires day 13, then update/remark/new ticket.
