What is a scope of work?
A scope of work is the list of tasks on a build, each with a unit and a quantity and nothing about price. It says what gets done and how much of it, so the field, the office and the customer are all working from the same list.
Two documents run a build and people mix them up. The bid says what everything costs. The scope of work says what the work is: the tasks, the unit each is measured in, and how many. A clean scope has no dollars on it at all, which is exactly what makes it useful, because it is the version you can hand to a crew, a general contractor, or an inspector without showing anyone your numbers.
What a work item is
A work item is one countable task. On an outside plant fiber build that is placing cable in a bore, plowing or trenching cable, setting a handhole or a pedestal, splicing a closure, pulling a service drop, restoring asphalt. Each carries a unit, and getting the unit right is half the battle:
- Linear work by the foot: bore, plow, trench, cable and conduit placed in a run.
- Structures and splices by the each: handholes, pedestals, closures, drops.
- Surface restoration by the square foot, spoil and stone by the cubic yard.
- Standby and specialty labor by the hour.
Why price stays off it
The scope is a shared document; the pricing is not. A foreman needs to know there are forty splices and twelve hundred feet of bore, not what any of it bills at. A general contractor checks the work against the scope, not against your margin. And an inspector wants the quantities, full stop. Keep the numbers that decide profit in your own bid schedule, and let the scope travel freely.
Why it also settles arguments
Most disputes at the end of a job are really scope disputes: was that extra restoration in the original work or not. A scope of work written down before the job starts, and a change order for anything added to it, turns "I thought that was included" into a document both sides already agreed to.
